Staff separated the items from MSS #, a research collection compiled by Virginia E. Eisenhour, a Galveston author, for a possible book on Menard. Canada particularly suffered from the provisions of the tariff. C. E. Burton, general manager of the Robert Simpson Company of Toronto, contended that the tariff forced his and other Canadian companies to close their New York offices. He claimed that Canada, the best customer of the United States, was treated unfairly by the tariff law.
